International Development Position in Jakarta, Indonesia
GRM International, on behalf of the Melbourne Development Institute is managing the Strategic Advisory Services (CSAS) contract for the AusAID education program in Indonesia.
We are seeking two consultants to work within the Ministry of National Education for 24 months for the following positions:
· International Specialist in Sector Wide Approach (SWAp) preparation
· National consultant in multi-donor financing through government systems
The Government of Indonesia (GOI) in collaboration with “core” development partners (World Bank, AusAID, European Commission and the Government of the Netherlands) is in the process of developing a sector wide approach for education.. Key objectives are to enhance overall effectiveness of development partners’ support to Indonesia consistent with the Paris Declaration and to support achievement of targets expressed in government strategic plans, MDGs and EFA goals.
Technical assistance is sought to work within the Ministry of National Education to strengthen its role in preparation of sector-wide approaches and to guide progress towards harmonisation of development partner support. Specific objectives for the consultants will be to support GOI to establish governance and institutional arrangements, to establish mechanisms for developing and updating the framework, to assist GOI to develop processes that will result in a basic education sector support programme and to develop strategies to communicate and socialise sector-wide approaches.
1. International Specialist in Sector Wide Approach (SWAp) preparation
The international SWAp Specialist selected will have more than ten years experience in development cooperation with specific experience in harmonisation and coordination of donor contributions to sector financing; a strong track record working at a senior level with government in providing sector-level services to education ministries of developing countries; experience in organisational development, results-based planning and change management preferably in education and in a developing context; appropriate academic qualifications; proficiency in English.
2. National consultant in multi-donor financing through government systems
The national consultant selected will have at least five years experience in GOI budgeting and financing and deep understanding of GOI systems; a strong track record working at a senior level with key Ministry staff in GOI Ministry of Finance and Ministry of National Education in programme financing, including donor financing; appropriate academic qualifications; fluency in Indonesian and English.
Location and duration - Ministry of National Education, Jakarta. August 2008 to July 2010, with review at mid term.
